It wasn't just the two you cite.  Microsoft used to "assign" a
caretaker to the Canopus forum on CompuServe, sort of a MSIP-in-residence. 
The tactics that they all used were remarkably similar.

While there may not be an actual "play book", I remain
unconvinced that no coordination of tactics occurs.  Indeed, such
coordination is standard operating procedure in PR departments -- you have
to be sure you put up a united front in what you say.
