nope.. it's not a bug, as explained below:

you cannot set someone's access level below the lowest setting for your file 
areas and message areas. If you need access 10 to get into a file/msg area, 
then someone with acs 0 won't be able to get in any at all. Since the user 
always has to be in a message and file area, if they don't have access to one 
you get stuck. The soulution: make an area that requires acs twit.
Or be really mean - make ALL areas with twit access, and just set the file 
tagging/downloading/etc commands to access 20 or something (mine are set to 
Normal (30) so that limited (un-verified) users can't download - eliminates 
the problem of people making 50 leech accounts). It's like this in all my 
msg/file areas. you can change areas, browse file lists, i think list 
messages, but not read any (not sure on that one tho) and can't 
post/reply/etc to any messages. So you can do everything but useful stuff. 
You can go in to my file areas, and find a file you're looking for, you just 
can't get it =)
You can also browse any menu, tho my system is setup so that you can't play 
door games unless you're Limited and have the D key (given on new account, in 
welcome.mec:

[cyan]You no longer have access to any of the door games, since you have

too many times without verifying your account. Until you verify, you won't

That turns off the D key (door game access) after 7 calls (newuser2 is 
displayed first call, rookie.mec is 2-6, welcome is 7 and on).. which is 
about the time that users have made up a nice little character for themselves 
=)
(rookie and newuser2 all link to misc\logon, i got sick of maintaing 3 
different logon procedures. newuser2 has some extra stuff (CBV etc) first, 
but then it links to logon).
I hope that answers your question, and probably will give you (and whoever 
reads it) some ideas on setting up their logon procedure =)
btw, if you're looking for a good call-back verifier, i strongly suggest 
Padlock by Stefan Xenos - an execelent package written completly in MEX. I've 
been using it since version 3.something :), probably 9 or 10 months.
