   I think that the most important job for you, for now, is to make
everyone in your zone aware about the 'fidonet.net' variant. Every BinkP
mailer, out of the box, can connect to every fidonet.net registered mailer.
Whatever you then put in the phone field doesn't matter, so the 000 variant
will probably do as well as any other kludge.

   In Z1 Jame Clay seems to fight an up-hill struggle to introduce the
superior fidonet.net version (with all those echo-popes still protecting
their private little fiefdoms in Z1, I don't envy him), but I suggest you
drop him a mail asking him what you can do to make Z6 totally fidonet.net
compliant.
