Purpose and Guidelines for International WIN32 FidoNet Conference
Overview
--------
The International WIN32 FidoNet Echomail conference is owned and moderated by 
Dale Ross.  All systems carrying this echo must agree to the following rules 
and expected conduct for their users.
This echo is for discussions concerning WIN32. WIN32 was established to allow 
a general discussion area for developers, users, and interested parties to 
learn about Microsoft's WIN32 Operating Systems. Any and everyone is 
encouraged to post messages that are in good conduct and according to the 
purpose outlined in this document. NOTE! You are not required to first have 
our permission to post in WIN32! Please feel free to post in WIN32. 
A participant of the WIN32 echo must agree to stop posting in WIN32 if 
directed to do so by the moderator(s). System Operators that carry this echo 
must agree to assist the moderators in enforcing these rules. A System 
Operator will be contacted via NetMail if their assistance is required. For 
problem resolution, the moderators will attempt to deal with users that do 
not follow these posted rules in echomail or through netmail.
In all cases the moderators reserve the right to cut access to a system or 
user that is in violation of these rules without notice.
Purpose
-------
The purpose of this echo is for advancing the knowledge of WIN32 users by 
providing an echo for technical and general discussion. This echo will also 
be used to help improve WIN32 Operating Systems released by Microsoft. We 
encourage the discussion of current problems and issues that you have with 
released WIN32 Operating Systems. We also encourage WIN32 users to make 
suggestions for future WIN32 products. We will make sure that these reports 
and suggestions are passed on to the proper individuals at Mic
osoft.
Expected Conduct
----------------
All members and guests of this echo agree to be civil and polite to each 
other at all times, and in all messages posted.  We will not tolerate any 
negative comments about another member, guest, product or company. No 
profanity or "flame" of any kind is allowed.
Members and guests are directed to ignore any off topic post or negative 
comment by anyone attempting to disrupt the echo or propagate an off topic 
thread or flame attempt.
In all cases members and guests agree to follow any rulings by the moderators 
in all decisions and to not attempt to moderate other users for any reason. 
Leave the moderating to the modeators.
Rules
-----
1)  All messages must contain a complete real name, either in the header or 
    the actual message text.  
2)  If you have a complaint about one of the moderators or a user of WIN32, 
    you should send PRIVATE NETMAIL to the moderators at the address listed 
    below.  If you do not have access to NETMAIL,  you should ask your Sysop 
    to address your concerns by sending the NETMAIL on your behalf.
    Do NOT enter messages of complaint against the moderators or users in 
    the echo.
3)  The official language of this echo is English. Non-English messages are 
    acceptable if an English translation is included in the message.  
4)  No coded or encoded messages of any kind, including public/private key, 
and 
    file attachments will be allowed in the echo unless first approved by the 
    moderator.
5)  Discussion of Windows 3.x, MS-DOS, OS/2, UNIX, and Netware is considered 
    OFF TOPIC except for: 
    
    a)  The functional operation of applications under WIN32. On topic 
    examples include running MS-DOS programs, 16-bit OS/2 character mode 
    applications, 16-bit PM applications and 16 bit Windows applications 
    under Windows NT. 
    
    b)  Functional issues that are considered on topic include networking 
    clients to Windows NT servers (including Windows for Workgroups).
    Making Windows NT Workstation a Client in a UNIX enviroment.
    Off topic examples include advocate discussions of OS/2 or any 
    competing operating system, or any discussions not related to running 
    with a WIN32 product.
6)  Message taglines and BBS origin lines are not considered part of echomail 
    messages entered into this echo. The moderators will not take action 
    against any user for their tagline or BBS for its origin line unless the 
    message is in severe poor taste and considered Excessively Annoying.
    For the purpose of this rule "Excessively Annoying" is defined as an 
    origin or tag line that irritates, bothers, or causes harm to some 
    other person or group of people.
7)  This echo is for discussion of RELEASED Microsoft WIN32 products. 
    Products in beta or otherwise not available to the general public are 
    considered OFF TOPIC except within the guidelines posted by the 
    moderators on a case by case basis.
Warnings, Removal & Resolution
------------------------------
Any member or guest who violates any of these rules may receive a moderator 
warning either through the echo or in private netmail. Typical resolution of 
problems with users will be in a private dialog with their system operator or 
echomail up-link and NEC/REC/ZEC.
The moderators will make every effort to enforce these rules without the 
termination of privileges of users to participate or system operators to link 
into this echo.
In all cases the moderators reserve the right to cut access to a system or 
user that is in violation of these rules without notice.
