You could use a modified form of those, but they are not at neat.

A while back, I've seen Tandy sell simple car alarms, with transmitters that
beep a unit that looks like a pager. It had a fair range and worked.
The alarm section of it was very simple, only door open detection with
optional siren. It was on special for just over $100 at the time, but still
within your budget even not on special.
I don't know if they are currently available, or where for that matter. It
was the only one of its kind I've seen, and haven't seen anything similar
since. Maybe someone else can shed some light.

Give up. There are too many. All you can really do is keep your nose
clean and take care, hoping that you don't get rooted. Of course, if you do
catch one, you should thoroughly screw them over to teach them a lesson.
Can't have them getting away with it, you might not be able to stop all the
theives out there, but at least *he* won't be stealing another car, especially
after you try shoving it up his arse...
