But w/o being able to see what is happening and what
all of them are doing you will have a very hard time
finding this exception.
Here is an example.  An officer heard on the scanner
saying, and I'm paraphrasing here, that he was going to
find SOMETHING to arrest this a$$hole for.  Referring
to someone he had just pulled over.  And he did.  The
only thing was someone had heard him and contacted the
guy or his lawyer.  When the judge heard the radio
tapes with this statement on it the case was tossed
out.  (FYI, the officer lasted about two more weeks on
the job.) 
Now if this officer had been on a scrambled/secure
radio no one but the office and the dispatcher would
have ever known and the guy would more then likely been
put in jail. 
The guy was a dirt bag and is now in jail (federal)
I have said before that I know there are some times
when the police need to have a secure line but for
normal street level officers who spend 50% of their
time driving around (more around here, less in other
areas), 30% doing traffic stops, 10% on "hot calls",
and 10% on paper work it isn't needed.
Yes, I'm paranoid but I have read a lot of history and
found that anytime a government starts hiding its
actions and restricting its people "for their own
protection" things tends to get nasty for those being
protected.
