Weird...  a "message burp" *USUALLY* means that an "oldtimer" has
rejoined the network and somehow messed up the message rescanning.
SpitFire boards used to do this all the time.  It was known as the
'BCSCUTI Burp' because the BCSCUTI utility had a problem with
rescanning.  This is usually a sign that the network *IS COMING BACK TO
LIFE* rather than it is declining....  The correct response is something
like "Shame on Sysop XXXXX ! ..."
