That is mostly correct.  Although you won't necessarily have the option of
polling an ISP for LOCUSER, you may need to poll me, or John T, or someone
else in the "new net".  It's only the existing newsgroups (such
as comp.lang.c) which you can choose either way.

steps" to set up the new software under MSDOS process, and I'll say

At this very moment, I don't know.  I am fairly certain that it will be
called RFC-something, but that's all I know at the moment.
