Who says the /0 entry must show a CM flag?

Ok, ok, I concede that it would be very much preferable. But if no one can
be found....

In the meantime I suggest you once again bring the ICM flag to the
attention of those responsible for your segment of the nodelist. The ICM
flag was approved by the FTSC with the adoption of FTS-5002.002. That was
nearly four month ago.
