Because the guy that wrote the program hasn't written any code to
compress files. That means he must use an external packer which means
quitting the BBS program and running it manually. He's then gotta
reboot the BBS.  I sorta takes away the whole point of being a point.

Before you ask why he hasn't written a compresser, probably for the
same reason I haven't. To busy working on other things.
