ARJ is a compression type (similar to ARC or ZIP).  The files are not
always something you can "view".

ARJ is not a protocol either.  Protocols are generally related to a
method of uploading/downloading as in Punter, Xmodem, Ymodem etc.

If you want to know if we can decompress ARJ files the answer is no, at
least not on the C64.  There is an unARJ utility for the C128 running
under CPM though.  I've never tried it myself.

If you are after the specifications of the ARJ format then these are
"readily" available, but they are very lengthy and very confusing. I
took one look and put it in the "to hard" basket.
