No sanctioning actually needed this time .  Did you see my notes
yet on how �it is used?  The one with the /0 can accept any netmail for the
NC at need and �is expected to pass it to the right party (NC) for action. 
The net then works �it out on their own on how to handle things like new
POTS nodes if the NC is an �ION etc.  Totally up to them.  Classic Z3
'operates by cooperation' stuff.
