Not exactly.  You cannot assign an access level below that of your lowest 
file and message area.  This is because Max must assign a FirstFileArea and 
FirstMessageArea.  The way around this is to lower the access on one your 
First areas (as designated in Max.Ctl) but NOT lower the access to the file 
and message menus.  This way, Max thinks they have access to the area, even 
though they still can't get to the menu to use it.
