It is, when the use of massive medical costs due to head injuries is made as
a key point in favour of their use. Once introduced, that means that any form
of significant cost due to head (or other) injuries becomes just as ripe for
discussion. And, in cases where the logic doesn't work, it calls into
question the whole process.
And, on the other paw, from my own experience:
Number of head injuries suffered from vehicle accidents: 1
Number of head injuries suffered from bicycle accidents: 0
Number of head injuries suffered from contact sports: 2 *
(* Helmet worn on both occasions.)
