Good luck.
I had similar trouble with Verizon in my internet connections, it
wouldn't even support 14,400 connections.

Voice calls sounded like there were waves crashing in the background
and they sometimes made it completely impossible to hold
a local call conversation.

I must have called Verizon a dozen or more times to complain.
Several times I could barely be heard over the noise.

They maintained it was my in house wiring so I disconnected that at the
box and plugged the phone in there.

They said it was the phone.
I asked which of the three I was using one after the other straight to
the junction box.

Finally I get a senior tech out and he listens at the 
distribution box for perhaps 6 seconds, I go in the house  
and the noise is still there.

Got outside in time to catch him and asked him tolisten for 30
seconds, reluctantly he did and he finally heard the noise.

Swapped my line pair for another and no problem since but they sure
didn't make it easy.

BTW another thing to check for is your inside wiring, modular jacks,
ect.                                              

One time a modular phone jack developed some greenish goop
tarnish.
I could call out no problem but an inbound ringing voltage 
would short across the tarnish and I never heard a ring.

I put in all my own indoors wiring having acquired new parts,
wire and even the specialized staple gun designed not to pierce
the phone wire.

I now get 49,666 connections to the net.
