IBM big iron OS guys did it this way for well over a decade prior to the PC
era.  Anyone could always prototype proposed changes and submit them to the
owner(s) for review and integration, but its the owners ultimate
responsibility to delta the code and be responsible for it once integrated.
 Every design change goes through a design change review process.  Every
defect fix goes through a similar, but less formal, evaluation process.

MS has had what I'd loosely term "area experts" since before the
days of OS/2 1.0, but who could change what wasn't quite as tightly
controlled as it was at IBM.

Seems they've been reinventing piecemeal over the last few years basically
the same sort of design/dev/test process they used to complain about ;->
