Yes it is possible my Web Explorer works just fine with Wingate.  Use the LAN 
version not the dial-up version.  Make sure you have TCP/IP installed.  To 
configure TCP/IP correctly you will need to go to the tab that says SOCKS in 
the TCP/IP configuration Folder.  
In my configuration for Socks for page 1 of 3:
SOCKS Userid:     george
SOCKS Domain:     IBMPEERS
SOCKS Nameserver: 192.168.0.1
I don't think that Wingate needs the Userid or the domain.
In my configuration for Socks for page 2 of 3 is a table for local address -- 
mine:
Destination IP Address         Mask
===========================================================
192.168.0.1                    255.255.255.0
192.168.0.2                    255.255.255.0
192.168.0.3                    255.255.255.0
192.168.0.4                    255.255.255.0
192.168.0.5                    255.255.255.0
This says if it is local don't go thru the "firewall"
To configure page 3 of the Socks settings you will need to put in the name of 
your Wingate sever, the destination address and the sub-mask.  Mine is:
SOCKS Server          Distnation Address        Mask
=============================================================
wingate               192.168.0.1               255.255.255.0
I saw where someone else said to go to Netscpae that support proxies.. well 
with defining a Socks Server like this, OS/2 will send anything TCP/IP 
request to the Socks Server, including command line FTP as I have installed 
Service Pak's over the Internet setup exactly like this.
