(There really is an on-topic portion, people, about 21 lines down. Honest!)
Moderator, when pressured, spilled this about REFERENDUM:

As far as FidoNet is concerned, yes. And I am well aware that this is a
FidoNet echo. However, before Fido twisted all the rules of BBSing, ie.
back when I started, the moderator was the guy who started the echo and
was willing to oversee the operation of same. In some nets even today,
the smart solution remains: The moderator owns the echo, says what is
the law, and nobody, not even the network admins, can contradict him.
Then again, when I was starting out, we really didn't need moderators.
Fido was small enough that individual sysops could be counted on to
monitor their users' activities and take action when someone's kid
started to misbehave. (Actually, this would work even today, if only
people would complain about others via netmail to their sysop, much like
is done on Usenet.)
To keep this on topic, since I'm in the echo anyway, can anyone tell me
just what Edmonton, AB, is using for radios nowadays? The old 400mhz and
150-odd-mhz systems I have listed in my database don't show up in the
latest TAFL (national license database). Did they go to a trunk or
something? I'm going on a trip to Edmonton (alone!) next weekend, and
would appreciate having something to hear while I'm there..
