    If so, it's only because a "critical mass" of HIV-infected gay men aren't 
present in those countries.
    Until a "critical mass" of people in a given region have a particular 
communicable disease, it's unlikely that any uninfected person will come into 
contact with an infected person as long as he stays in that region.
