The PPNetwork (NSW, Australia) has discussed the chronic pain problems 
experienced by members. They have found their own individual ways of 
dealing with it, by trial and error.
Ways include:
Chiropractic, acupuncture, homeopathy, physiotherapy, Feldenkrais method 
of exercise (physiotherapy/physical therapy?), 
relaxation/meditation/stress management techniques, chinese medicine 
treatments
Often cheaper treatment can be obtained at training/research 
institutions.
I have had success with acupuncture for periodical severe 
painful tendonitis due to an irreparably torn shoulder rotator cuff 
(tendons). It does not remove the pain immediately, but I sometimes I do 
notice a subtle change soon after, sufficient for me to get back to 
swimming which gently exercises the shoulder. Over time it gradually 
gets better.
Acupuncture appears to be similar to a tens process, but I feel that it 
could be better because it could work deeper. It should also be safe if 
administered by a qualified person in the field. So it could be worth a 
go.
Homeopathy could be worth considering too. It works by administrating 
minute doses of medicine which cause the body to react and build its own 
remedy. Eventually, the right treatment and dosage was found, and it was 
successful in helping me with my excessive fatigue which was 
restricting me so much, and driving me mad.
It might be worth exploring for your chronic pain.
A number of our major teaching hospitals have pain clinics attached to 
them. Their qualified staff specialise in helping patients cope with 
chronic pain, using a variety of methods. I suspect that you would have 
such specialist units in your bigger hospitals.
As to expense, we have found that it can be cheaper to go to 
training/research institutes where possible.
