don't confuse the WWW with the internet... the internet is the whole
network infrastructure... WWW is but one protocol that travels on port 80
(generally)... telnet uses port 23 and is another protocol that travels on
the internet infrastructure...

from initial appearances, RLFOSSIL and DOSLYNX may both talk directly to
the protocol driver... its been a while since i worked with that stuff...
the "remote host not present" error may simply have been because
the remote site you were trying to access may have been offline...
