The traffic is gone and DNS is fine. You must have seen the reports =
that 5 of the 13 root DNS servers were inaccessible because of network = traffic.
And I don't subscribe to your attitude toward the DNS cache. I leave =
it running all the time and make use of IPCONFIG /displaydns to diagnose =
problems. I do not see problems because of the cache and do benefit = from
the caching.
It may interest you that the most significant DNS problem I have is =
with IPv6. There are DNS servers which mishandle requests for IPv6 =
addresses and fail with internal errors or much worse incorrectly report =
that the name queried for does not exist. The name doesn't exist error =
is cached by other DNS servers. If you want an example, install IPv6 = and
try to access www.cdw.com.

Have you tried stopping the dns client service just as a test?
