I think Watcom is pretty good.  Borland is probably just slightly out of
your price range, IBM VisualAge more so, and Metaware quite far beyond. 
Johnathan de Boyne Pollard periodically posts his "C/C++ Compiler Pros
and Cons List" into this echo.
