An interesting theory.  But why would the oil industry refuse to adopt
measures that would obviously save a fortune, not to mention save lives?

Who is going to pay for the mess caused by B.P.?  B.P. claims it
does not have the money or resources.  The state of Louisiana claims
it does not have the money or resources.  Everybody has their hand
out to Uncle Sam, begging for help.

The oil spill in the Gulf is bigger, and far more damaging, than
the Exxon Valdez incident in Alaska.  It will take decades, if not
a century, for the mess to dissipate.  It is now shrimp season in
Louisiana.  There is no shrimp season to be had now that the oil has
trashed the shrimp (and the crabs, and the crawfish, and various
fish, etc.)  In these parts, folks have three choices in life.
Either one works for the oil companies, one goes fishing, or one
finds work somewhere else (outside Louisiana).  Now that fishing
is gone, that leaves only two choices.
