Is there an SQD editor ?

I'm looking for a tool that allows me to edit chain links in SQDs, or
modify/renumber a Squish index, and even modify msg attributes eg. dates
& times.

I want to be able to insert, move and renumber Squish messages.

For example, existing messages in area BBS_ANNOUNCEMENTS:

  Msg#: 1 of 10, 01-Oct-2006
  Msg#: 2 of 10, 02-Oct-2006
  Msg#: 3 of 10, 03-Oct-2006

I want to insert a new message as #2, and then renumber subsequent messages
accordingly ie. #2 to #3, #3 to #4 and so forth.

Additionally I would like to modify time stamps as well.

timEd and the Maximus Msg_ menu options don't allow me to edit time stamps.
