ARIANE--Europe's second Ariane-5 rocket, due to be launched in
mid-April 1997 at the earliest, will put two "dummy" satellites into
orbit, to try to demonstrate is reliability. The first Ariane-5
exploded less than 40 seconds after lift-off in June, destroying four
uninsured scientific satellites worth USD 500 million. (Reuters)
MED-TV--On September 19, London police raided the studios of the
Kurdish TV station Med- TV, as part of a money laundering
investigation. Med-TV director Hikmet Tabak says the raids halted
programs, and accused the police of harassment. ("Reuters)
The Turkish government strongly objects to Med-TV's broadcasts (even
speaking Kurdish in Turkey has been illegal), and had successfully
blocked the station's uplink to a Eutelsat satellite. Med-TV has since
moved to Intelsat, which is headquartered in the United States. The US
government has rejected demands from Turkey to block the Med-TV
broadcasts.
RUSSIA--On September 27 Russia successfully launched its second
Ekspress satellite aboard a Proton-K rocket from the Baikonur
cosmodrome in Kazakhstan. The Ekspress and Gals satellites will
replace the existing Gorizont satellites over the next few years.

SLOVAKIA--The Slovak parliament announced on September 26 that Slovak
TV's second channel will begin broadcasts via satellite from January
1, 1997. The Board for Television and Radio Broadcasting is expected
to grant soon a licence for a new nationwide private TV station, which
will use the terrestrial frequencies freed when the second national
channel moves to satellite. ("Tele-satellit News")
AFRICA/MIDDLE EAST:
ORBIT/STAR-TV--The Saudi Arabian owned Middle Eastern satellite
broadcaster Orbit has signed an agreement with Rupert Murdoch's
Star-TV, for a package of services to be carried on Orbit's digital
radio and TV network. The deal comes 5 months after the Saudi firm
cancelled a contract for the BBC's Arabic news channel, after the BBC
broadcast a program which criticised Saudi Arabia's human rights
record. (Murdoch dropped BBC World from Star after similar protests
from the Chinese authorities.)
According to an Orbit spokeswoman, Star Movies, Star Sports, Sky News,
CNBC, NBC, and a Filipino movie channel called Viva Cinema will be
joining Orbit. The services are expected to be available by January

TURKSAT--Turksat 1C replaced Turksat 1B at 42 degrees East on 26
September. Around midnight, all channels on Turksat 1B closed down.
After a few hours, Turksat 1C signed on with a new channel line up,
and with new frequencies for all channels.
The European beam is reported to be weaker than 1B, but it
has several more channels now which only were on the Turkish
beam before.
Turksat 1B will now move to 31 degrees East and probably be used for
telphony and digital transmissions.

Arabsat has awarded a contract worth at least USD 90 million for its
third second-generation satellite to France's Aerospatiale. The
satellite, which may be called Broadcasting Satellite System 1 (or
BSS1), may be launched in 1998 or early 1999. (Reuters)
AMOS--Hungary's TV 3 started on 10 Sept. on Israel's Amos 1 on 11.308
GHz in MPEG-2.
IBA Channel 1, Israel started on Amos 1 on 11.475 GHz on 27 Sept.
SOUTH AFRICA--BOP-TV 1 is on Intelsat 602 at 4.055 GHz. (SATCO DX

South Africa's Independent Broadcasting Authority has given permission
for Uplink Broadcasting Ltd to launch a new satellite television
network. The seven channel digital package is due to begin service in
December. Through a programming agreement with British Sky
Broadcasting, the service will offer Sky News in addition to channels
offering fammly entertainment, sports, education, Christian family
programming, Afrikaans language entertainment, and a service aimed at
Europeans with programs for Portuguese, Italian, Greek, German, and
Jewish communities. The new channel will compete with a digital
service offered by (Nethold's) MultiChoice and a new analog
multi-channel service from the public service SABC. ("Tele-satellit

Hallmark Entertainment has just started on PAS 4 on 12.637 GHz, in PAL

ASIA:
INDIA--Having failed to take over Nethold and gain a foothold in
Europe, Hughes is planning to launch its DirecTV service to India. The
service plans to target rural India, where cable and satellite
penetration is low compared to urban areas. (Curt Swinehart)
MTV Networks Asia says it will launch an Indian channel. (Reuters)
Rupert Murdoch's Star-TV is planning to build a GBP 13 million
production base in India. ("What Satellite TV")
MALAYSIA--Malaysia launched a digital satellite service on September
25, including 22 TV channels and 8 radio channels, using the Measat-1
satellite. Subscribers will need 60 cm dishes and will pay around USD
32 a month for the service, which will be known as Astro. It includes
Malay, Chinese, and Tamil program language channels. Hong Kong's TVB
is supplying programs for the Chinese channel, and India's state-run
Doordarshan will provide programming in Indian-languages.
International channels include CNN, NBC, CNBC, Asian Business News,
Star Sports, Star Movies, Star Plus, ESPN, HBO, MGM Gold, Disney,
Cartoon Network, and the Discovery Channel. Initially the service will
only be available in Malaysia, but there are plans to expand into
India, Indonesia, Taiwan, the Philippines, and eastern Australia.

EKRAN--Orbita TV and AsiaNet are on Ekran 20 at 99 degrees East on

NORTH AMERICA:
HUGHES--It's been officially announced that Hughes Electronics will
buy the satellite operator PanAmSat Corp, creating the world's
second-largest satellite network. The new company, which also builds
satellites and operates the DirecTV DBS services, will be called
PaAmSat. ("Tele- satellit News")
ECHOSTAR--EchoStar Communications Corporation has announced that its
EchoStar 2 satellite has reached its final orbit at 119 degrees West.
In orbit payload testing is expected to continue through October. The
satellite carries 16 transponders capable of transmitting more than
100 additional channels for the company's DISH Network digital DBS
service. Programming is expected to begin by November 1, 1996.

America is launching a new 24 hour English-language network for local

includes several new programs, such as "American Agenda", "Mideast

SOUTH AMERICA:
PAS--MTV Latino is on PAS 3R on 3.837 V, in Digicipher.

DIRECTV--A new children's channel called Locomition is to be launched
in 23 Latin American countries, as part of the DirecTV package. BBC

CYBERSPACE:
CANADA--Canada's public service CBC has begun to broadcast its two
national English- language channel live on the Internet. "CBC Radio",
mostly information and news prgoramming, is being broadcasting in
RealAudio 14.4. "CBC Stereo", mostly classical music and arts
programming, is in RealAudio 28.8 mono, and requires the new RealAudio
Player 3.0b (which as far as I know is only available for Windows 95
and Windows NT).

BBC--The BBC World Service says that its Cantonese-language progrms
that are no longer available on shortwave may soon be sound on the
Internet in text form, as possibly audio as well. This will be part of
the new BBC Online service that will be available over the Internet.
The BBC is joining forces with ICL for the service, shich is targeted
for launch in early 1997.
It will be built around popular BBC radio and TV programs and
magazines, and will cover news, sports, information, and
entertainment. (Reuters)
MURDOCH--Rupert Murdoch's News International and British Telecom are
joinng together tolaunch an online service over the Internet called
Springboard. Separately, BT and Murdoch's BSkyB are in talks to
develop more sophisticated digital interface and TV services to
people's television sets, including home-shopping and interactive

Murdoch already owns an online Internet service, Delphi. Why does he
need to start a new one?

degree West, on 3.915 GHz, in digital MPEG-2, on the audio 8 channel,

of a European radio package on Asiasat-2 at 100.5 degrees East,
