As far as I know, all 28.8 and I assume  33.6 modems have CID built-in.  
It could be that you entered the command incorrectly, which is so often easy 
to do.  Just make sure that it is like this: AT#CID=? and press Enter.  On 
most modems the syntax is case-insensitive, but since I don't own a USR 
modem, I can't speak to that.
If you did enter the command correctly and received the dreaded "ERROR" 
response from your modem, then it doesn't support CID.
