The way to unload an ACC is by rebooting; Desk Manager (and probably
other programs) will allow you to rename the ACCs to ACXs at boot
time.
If you have Geneva, you can load an accessory at any time. Since
many accessories will also run as programs, I wound up using only
UIS III and RAM_LEAK (plus the Geneva task manager and NEODESK
control panel).

Yes. Whether or not you can format bad floppies on an ST depends on
the TOS version or the program you are using. TOS has always
supported bad sector detection in the track formatting command, and
bad sector marking in the FAT, but whether or not this is used is up
to the software.
