You know It seems fido was setup with only one ruleing council?
one that was comprized of one chosen rep of each zone.
I would equate it loosly to the senate here.
it seem the creators of p4 didn't see a need for a congress.
A second ruleing council with a population based member count.

So how do we instate a population based advisory council?
with such a group we should actualy be able to know  what the rank and file

I have to giggle as i read the coments in here as I think
how these ideas will work when used in the new euro nation.
just look at all the restrictions this new nation will need.
