I've tried it in the past, when testing the compression ratio
achievable with V42bis, looking at whether its actually possible
to get within a bulls roar of the theoretical 4:1 possible with
V42bis with real life files. Those needed more than 38400 if that
actually happened, but the short story is that the file has to be
awfully artificial, like say a file full of the letter A, before
you get anything like that.

Its just simple engineering Paul. And I essentially try it every day
when uploading at 38400 and see the pauses on the TXD light, those are
the excess capacity at 38400.
