All INA flags apply to the whole entry. And even more: addresses listed in INA
flags apply to all possible protocols. When a protocol is supported on a single
address, then the protocol flag MUST be used instead.

See the examples section of FTS-5004 for more suggestions of how the protocol
flags should be parsed.
