The main OS/2 shareware/freeware site is ftp.cdrom.com in the directory pub/os2.

EMX (the compiler package you mentioned) is available in
pub/os2/unix/emx09a (you want (at least) the files emxrt.zip, emxdev.zip,
gnudev.zip, and gppdev.zip, plus the uncompressed text files that tell you
how to install it.)
