I am well aware of the Carol.  In the case of selecting a ZC or even
an IC, input is desired.  As you mentioned, the RC querry their NCs
and so on down the line.  It worked fine in Janis's predecessor's
election. (mostly).  However, in the case of having a vote like
happened with the ZCC, there may not have been time to querry the
whole of Fidonet.
