The All-Star Game (like the World Series and Super Bowls) are,
generally speaking, events not open to the public.
 
MLB takes care of, in the following order:
 
The MLB "family" (players, executives, employees)
 
Season ticket holders with the host team (there are
a LOT of Indians subscribers)
 
Advertisers, commercial promotions, and the media
 
And if there are any tickets left over, they are 
usually sold in the host city.
 
I know the Super Bowl has a drawing, they allow
1500 members of the general public to purchase
tickets by lot.  When the Red Sox were in the
playoffs in 1995 (and ever since I have had season
tickets) they have NEVER had a mail-order or reserve
sale for the post-season.
 
Your best bet?
 
1) Do you know any Indians season ticket holders?
Try contacting them, see if they were given an
option and if so, can you have their tickets?
 
2) Do you personally know any Major League players,
or anyone who works for MLB or an MLB team?
If so, and you are close enough to them, they
may be able to get them for you. However, in all
liklihood their answer will be no. 
 
3) Put a classified ad in the Cleveland Plain Dealer
announcing that you are looking for All-Star tickets.
 
4) Get a copy of USA Today.  Scalping is illegal in
many places but it is not illegal everywhere.  Many
agencies offer them.
 
With options 3) and 4), get out your wallet or credit
card.  Be prepared to pay in the hundreds of dollars.
