No.

All flags may be listed in any sequence. Order does matter only when ",U,"
appears: flags before it are primary, flags after it are users'.

In the above, IBN means that node is accepting binkp connections.
And nothing else.

including most developers, have enough mental abilities to parse the line
regardless of flag order.
