A better method would be to either have the upload command at Clerk or above 
acs level, and temporarily assign the user that level, or give the upload key 
an acs key and do the same thing (temporarily give the user that key), eg
NoDsp GoodBye                       Acs "
NoDsp File_Upload                   Acs >=Clerk ""
Either of these should work just as well, but you'll need to check out the <, 
>= and /!U bits to make sure they're right (it's been a while since I played 
with access strings)
