Oh ok I understand. All I was saying is that once they make the hotfix
files, they should replace the ones in the full build with them and create
an iso file, I don't really care if they do a full build or not, I'm only
concerned with how difficult it is to do a new install or to make sure you
are up to date so I want it all on one CD that I can date and use as
current.

After Windows is released full builds of the released product do not
continue. What would be the point? Full builds of the next product do and
builds of hotfixes and service packs of the released one do.

Full builds do not continue. Hotfixes contain only those files being
updated. Service Packs are the same. If you look at the integrated
installs, any file not updated in the stand alone service pack is
unchanged
from the original.
