 It is very simple for me.

 Because of Ward.

 Once he have done very valuable thing for fidonet community. I always will
be very appreciate his efforts. But times is changed. Now he have created
an image of coordinator as dictator and live god. It was allowed to him due
to respect to his efforts and Policy. He have forgotten that main task of
any coordinator is 3.6 also as 3.8 of Policy. About 3.1 - I have heard a
term "crookedhand Ward" at least 6 years ago.

 Now any RCs are afraid that new Z2C from Russia will continue Ward's style
of ruling. "Ward is dictator but he is our dictator from democtratic
country! What can we expect from uncle Jo?!". It is very wrong thing
to associate a sysop from R50 with uncle Jo - but man's psychology is very
conservative thing.

 The situation in fidonet is not good. Would we be a real democratic
society we have to do as in case of Churchill in Great Britain. He was a
leader that have leaded the nation to victory but he was replaced just
after the victory.

 To prevent dictatorship of any kind we need to change Policy first of all.
It is not main task for Ward thus he must release the hat for more
motivated sysop. We, in R50, have the great motivation to change Policy.

 Not for dictatorship but for anybony have to respect wishes of 1/2 of fidonet.

 And to prevent fidonet from dying new leader must find consensus between
sysops in new Policy. He must be open to the new idea any kind, he must be
mobile in action, he must unite the enthusiasts of fidonet, and, of course,
he have to force _coordinators_ to work. That is why ZC must be elected by
NCs and limited term for ZC/RC must be stated in new Policy.

 And what network will be next Z2C - in is not so valuable for me. But of
course it is clear that there are only 4 "successful" regions in
Z2 - 24, 45, 46, 50. Thus with great possibility next Z2C will be one of
them.

 But with current Policy it is rather impossible:

"Zone Coordinators are selected by the Regional Coordinators in that zone."
"Regional Coordinators are appointed by the Zone Coordinator."
