The way this place is constructed will not allow me to do that. Everything
is foot accessible, but I've been in other apartment complexes like yours
where above ground flower boxes were practical. Even grew some peppers in
one of those, in Atlanta Georgia.

There used to be an online site with camera manuals, or reasonable likeness
thereof, that could be read but I do not seem to have it handy. Perhaps
someone else will provide it or know that camera well enough to help you
with any problems.
