I know it isn't quite the fix you are looking for (I.E. windows 3.11 would
let you choose to close the session, reboot the computer, or ignore the
cad), but you tell hit to try to hit CTRL-ESC first. If os/2 is running,
then ctrl-esc should bring up os/2. If dos is running, ctrl-esc will be
ignored, and the user can THEN enter CAD
