FWIW: the above is an almost verbatim explanation that i was given by one
of the creators of P4 way back before the actual polling/voting took place
that placed P4 as fidonet's policy...

i'll state again that no where in P4 does it state that the IC must retain
their ZC hat and P4 specifically states that one must not wear too many
hats...
