you are taking things out of context, too... you are jumping on the one
partial phrase out of an entire paragraph that supports your view and
claim...

when it comes down to it, the ZCC overridding the IC always comes down to
IC decisions... think about it...

for example: the IC doesn't want to do an election to replace himself ;)
