It is the chapter in the US Federal legal code which describes how a 
corporation can declare bankruptcy and use the legal system to protect itself 
from its creditors for a period of time while it tries to reorganize itself 
to return to profitibility.  There is another chapter in the legal code 
(chapter 7) which deals with companies that are bankrupt and see no way to 
ever return to profitibility and are therefore being liquidated and its 
assets distributed to its creditors.
