Part of thats normal, 2400 has always had a shorter negotiation
time, which is why some people crashmail short netmail at 2400,
even long distance, coz the saving on negotiation time is more than
the longer time the actual file transfer takes if its only small.

Or you could get a real modem. Jeeze, two of the biggest duds known
