1) Right off the bat, it is clear that you are not using the Rules
that Vince finalized, in that you use Bob's AKA of 1:140/12, when Bob
specifially asked that you use 1:140/1 for the address to him votes.

coordinator (you), and the vote validator (Bob).

Doesn't really matter, since Bj”rn Felten is the only current and
official moderator.  But do feel free to pretend, as others (such
as Vince, Ward and Bob) are doing.  After all, this is Fidonet,
the Land of Make Believe, where all our dreams come true.
