Are they still talking about charging more $$ for telephone lines in
Russia? I'd heard from some Russian points that have been connected here
for a long time that this is a real possibility.

As far as seeing the Internet shut down, well, that's not going to happen. 
It is already to embedded in normal workplaces here in the US, and I
wouldn't doubt other places.  For example, my husband's company has to
connect daily with people in many countries through the internet every day.
The product they market, an RDMS, uses the internet to transfer tons of
data for businesses.
