The need is only there for you, I think, because you refuse to read policy
4 in a straight-forward manner.  People who are native born english
speakers do not seem to have some of the probems with what is intended with
policy 4 as I have seen from others whose English is a second, etc.
language.

It is clear, for the most part.  Likewise we have several instances of how
the writers meant it to be used, by past examples, such as Mats Whalen as
IC, and others, who were not ZCs at the time of their appointment.
