Shit, I'd assumed already that you'd have hardware flow control enabled. 
That's &K3 in Netcomm modems, BTW.  If it isn't already set, do it now!

Yep, it's almost certainly your modem IMO.  I believe that Netcomm also
have a setting which is called auto or fail-safe flow control, or something
like that, probably &K9 if I recall correctly.  Needless to say, this
doesn't work properly, and &K3 is absolutely mandatory.

Do it anyway, like right now!  Exactly as entered above.  Other stuff may
screw around with your settings, so having it in BT.CMD makes sure that you
automatically set up the comms port each time you start Binkley.
