  To change the status of the keyboard in a PM program, you can use
  WinSetKeyboardStateTable, which is documented in the PM reference.  It
  is inadvisable to do so, however.

  To change the status of the keyboard in a text-mode program, you
  should use the KBD API, documentation for which is not shipped with
  Watcom C++ (or any other C++ compiler, for that matter) but which is
  documented in the OS/2 Developers' Toolkit 1.3 on the Developer
  Connection CD-ROM.
