Like anything written in a partcular language, it is clear in THAT
language, but, unless you are a native speaker of that language, it
may not make sense to you.  (your own arguments, remember??).
Nowhere, does P4 state that the IC has to be a sitting member of the
ZCC to be elected, or has to remain a ZC to stay in the IC post.  1st
among equals means simply that (s)he is a member of the ZCC and is
part of that august body.
